Clifton Crest recently replaced the two non-functioning solar post lights with two new dual-head lampposts. These are located at the tot lot on Regal Crest Drive along the walking path.

No Plastic Bags for Yard Waste
Please be advised that the Fairfax County Government has banned the use of plastic bags for yard waste. Yard waste includes grass clippings, leaves, and bush and hedge trimmings. This is not under the control of the HOA. Our trash and recycling contractor, Patriot Disposal, sent us this notice:

Alert! Theft from Parked Car
All residents please take note that there was a recent theft of items from a vehicle parked in the townhome lot in Clifton Crest. A backpack and some valuables in the backpack were stolen.
For maximum safety, do not leave cash, coins, wallets, purses, electronics (including phones), backpacks or laptop cases in view in a car. Thieves have been known to break windows in order to grab these items. Whenever possible, take valuable items with you or conceal them completely if you must leave them.
Successful 2021 Annual Meeting
Thanks to the participation and proxies from many homeowners, the Clifton Crest HOA had a successful 2021 annual meeting. The Zoom platform worked well and there was good discussion of a variety of topics. Please download the 2021 HOA annual meeting minutes for more details.
The election of officers was completed and we were happy to welcome Dr. Tushar Patel as a new member of the HOA Board of Directors. The list of current Board members and their terms has been updated.
Please note that there is still one vacancy on the Board of Directors. Volunteers willing to join the Board are welcome at any time; you do not need to wait for the next election! Please email our community manager Ingrid Ketterman at iketterman@capitolcorp.com to let us know of your interest. No special experience or expertise is required. Nearly all the work is done vie email and there are many quiet weeks where there is no activity at all.
Holiday Trash and Tree Pickup Schedule
Patriot Disposal Services will not be making trash pickups on Christmas Day, Friday, December 25th, and on New Years Day, January 1st, 2021. Normal trash service will resume for Clifton Crest on the Tuesdays that follow those two Friday holidays.
Christmas trees will be collected during the first two weeks of January as part of the normal Wednesday yard waste collection. Those dates are January 6th and January 13th.
Jan 12 HOA Meeting Zoom Details
As announced previously, due to the COVID-19 pandemic, the 2021 Annual Meeting of the Clifton Crest Homeowners Association will be held virtually via Zoom. The meeting is Tuesday, January 12th, 2021 from 7:30 to 8:30. Here is the Zoom link for the Clifton Crest HOA 2021 Annual Meeting. If necessary, you can manually enter the Meeting ID 865 8727 8065. Our Community Manager Ingrid Ketterman will act as Zoom host and regulate access to the meeting.
It is absolutely vital that you send in your signed proxy form so that we can achieve the legally required quorum to hold the meeting. You need to send in a proxy even if you plan to attend the meeting via Zoom. Basic services like trash collection and snow removal depend on being able to continue the governance of the HOA. Also note that this year there are two vacancies on the HOA Board – volunteers are needed to fill these vacancies.
Please download the proxy form, print it out, complete and sign the form. Then take a clear, well-lit photo of the form with your mobile device, and email the photo to our community manager, Ingrid Ketterman, at iketterman@capitolcorp.com.

Annual Meeting Jan 12th
The Clifton Crest Homeowners Association will hold its Annual Meeting on Tuesday, Jan 12th, 2021, from 7:30 pm to 8:30 pm. The meeting will be entirely virtual and conducted via Zoom. Ingrid Ketterman, our Community Manager, will serve as the Zoom host and control entry to the meeting. Further details will be provided as they become available and will be included with written notice mailed to every homeowner.
Virtual HOA Annual Meeting
Changes in Virginia law now allow for homeowners associations to have official meetings that are entirely virtual – no physical attendance at any location required. This is a special emergency provision that applies only when the Governor of Virginia has declared an emergency, as is the case presently due to the COVID-19 pandemic.
Accordingly, plans are being made for the next Annual Meeting of the Clifton Crest HOA to be conducted virtually, most likely using Zoom. This meeting will be held in early January but the date and other details have yet to be determined. Details will be posted as they are determined. Homeowners will still receive written notice of the meeting via U.S. mail.

Clifton Crest’s HOA Board President Jeffrey Dunn has given notice that he has resigned from the Board due to the fact that he and his wife are moving out of the area. On behalf of the entire community, we would like to thank him for years of dedicated service. During his tenure we have had financial stability, improving property values, and a pleasant and safe family-friendly community. Jeff has always advocated ruling in favor of residents and avoiding the excesses and rigidity for which many HOAs are known.
Jeff’s departure leaves an immediate opening on the HOA Board. The HOA Board conducts nearly all of its business via email and due to the small size of the community the volume of activity is relatively light. If you would like to volunteer to serve on the Clifton Crest HOA Board, please contact our Community Manager, Ingrid Ketterman at iketterman@capitolcorp.com. Formal election of HOA Board members will occur at the HOA Annual Meeting in January, but a volunteer can serve in an interim capacity until then.

Yard Waste Collection Resumes
As of Monday, June 15th, trash and recycling contractors are required to resume collecting yard waste. Our current contractor, Patriot Disposal, has already started this collection but this notice from Fairfax County makes it official.
The information on yard waste collection below is an excerpt from the Patriot Disposal welcome letter that was sent to every homeowner in April.
YARD WASTE: Yard Waste will be collected on Wednesdays. Grass clippings and leaves must be set out for pickup in bio-degradable paper bags or in a trash container clearly marked “yard waste” on both sides. Tree limbs and brush must be tied in bundles no longer than 4 feet in length and 6 inches in diameter. Bundles or items that are bagged cannot exceed 50 pounds. Yard waste does not include stumps, rocks, dirt, sod, gravel, mulch, whole trees, or clean-up from storm damage. Collection of these items may be provided for an additional charge.
