2026 Annual Meeting Election Results

The Clifton Crest HOA Annual Meeting was held as scheduled Monday, January 26th.  There was one seat on the HOA Board previously held by Chetan Modi up for reelection.  Chetan Modi was nominated for another term.  Additionally, a nomination was received from the floor for another candidate, Rabyya Khawaja.  When the election was held, the result was an apparent exact tie.  At Ingrid Ketterman’s suggestion, the decision made in the meeting was to simply expand the Board from five members to six so that both Chetan and Rabyya could both serve.

Subsequent research after the meeting revealed that the HOA By-Laws specify a strict limit of five members on the HOA Board of Directors.  To resolve the situation and bring us into compliance with the By-Laws, Uma graciously offered to resign her seat a year early.  We thank Uma for her many years of service and congratulate both Chetan and Rabyya on their election. Chetan will serve a new three-year term and Rabyya will serve the one remaining year of Uma’s term. [Preceding sentence in bold is a correction to the original post.]

Snow Removal and Association Response

Please be advised that the Association has a snow removal contractor in place who will be actively monitoring conditions and responding as the storm progresses. Snow removal operations will be prioritized based on safety and accessibility, including main roads, entrances, and emergency access areas first.

Due to the anticipated severity of the storm, high accumulation, and ongoing snowfall, snow removal efforts will take time and may not be immediate. Residents should plan accordingly and shelter in place unless travel is required due to an emergency or medical distress. We appreciate your patience and cooperation as crews work as safely and efficiently as possible under potentially hazardous conditions.

Resident Preparation Tips

We strongly encourage all residents to take the following steps in advance of the storm:

  • Check that balcony drains, vents, and emergency exits remain clear.
  • Avoid unnecessary travel during the storm and while cleanup operations are underway.
  • Ensure vehicles are parked in accordance with community guidelines to allow snow removal equipment access.
  • Stock essential supplies such as food, water, medications, flashlights, and batteries.
  • Residents who rely on medical devices requiring electricity should make arrangements in advance and ensure backup power options are available if possible.
  • Make sure you have an adequate supply of prescription and essential medications to last through potential delays.
  • Charge electronic devices ahead of time in the event of power outages.
  • Set thermostats appropriately and allow faucets to drip slightly to help prevent frozen pipes.

Health & Safety Considerations

  • Please check in on elderly neighbors, residents with medical needs, or those living alone, and encourage them to avoid being alone during severe conditions when possible.
  • Families and caregivers are encouraged to confirm emergency plans in advance.

  • Structural damage due to heavy snow accumulation

The Clifton Crest Homeowners Association (HOA) will hold its 2026 annual meeting on Monday, January 26, 2026 at 7pm via Zoom. This meeting is required by law. A seat on the HOA Board is up for election this year and a functioning board is necessary to oversee the management company, select and supervise contractors, and approve requests for exterior modifications.

PROXIES NEEDED! Because this is a virtual meeting, all attendees must provide a signed proxy form to verify eligibility. We also need a minimum number of proxies to establish a quorum so please submit a proxy even if you cannot attend the meeting. The process for submitting a proxy is easy:

  • Download this proxy form (or use the one sent to you previously by U.S. Mail)
  • Complete and sign the form. ‘For Quorum Purposes Only’ is the simplest option.
  • Take a clear, well-lit picture of the signed form with your phone or tablet.
  • Attach the photo to an email and send it to our property manager Ingrid Ketterman at iketterman@capitolcorp.com.

2025 Annual Meeting

The 2025 Clifton Crest Homeowners Association (HOA) Annual Meeting will be held virtually at 7:00 p.m. Monday, January 27, 2025 via Zoom. Here is the link to the meeting:

This meeting is required by law and is necessary to allow continued functioning of the HOA. The HOA is responsible for trash and recycling collection, landscaping, maintenance of the common grounds and other essential activities. To participate in the meeting YOU MUST FILL OUT this proxy form. Even if you are not participating in the meeting, please send in the proxy form. We need a certain minimal number of proxies in order for the meeting to proceed. To complete the form, print it, fill it out, sign and date and send a clear photo of it to our Capitol Property Management community manager, Ingrid Ketterman at iketterman@capitolcorp.com. You may fill out the form however you wish, but the easiest option is to check the ‘for quorum purposes only’ selection.

Pipestem Paving & Crack Sealing

The Clifton Crest HOA has entered into a contract with Brothers Paving Inc. for paving and crack sealing for the three pipestems in Clifton Crest.

The pipestem serving 13318, 20, 22, 24, & 26 Regal Crest Drive was repaved approximately 7 years ago and will receive crack sealing only. The other two pipestems, — the ones serving 5706, 08, & 10 Regal Crest Court and 13380, 82, 84, 86, 88, and 90 Caballero Way — will be fully repaved. Those two pipestems have never been repaved and are showing substantial deterioration after 24 years of use. Full repaving includes milling the existing pavement to a depth of 2 inches and applying a new asphalt surface.

The repaving of the Regal Crest Court and Caballero Way pipestems is currently scheduled for August 5th, 2024. The crack sealing of the Regal Crest Drive pipestem is scheduled for August 7th, 2024. These dates may be impacted by weather or other circumstances.

The precise areas to be serviced are clearly shown in this overhead view of the sealing and paving areas.

VERY IMPORTANT: Sealing or paving of the individual private drive ways connecting the pipestems to garage entrances will NOT be paid for by the HOA. It is strongly recommended (particularly for the full repaving) that affected homeowners have their private driveways done at this time, but this will be at the individual homeowners expense.

Capitol Property Management will be sending out a mailer to affected homeowners during the last week of June. Please keep an eye out for this mailer. Additional information will also be posted on this website as it becomes available. Thank you for your understanding and cooperation as we continue to maintain and improve our community. Please note that the work that is being paid by the HOA will be paid out of our reserve funds (supplemented by the VDOT land sale funds) and will not impact our operating budget or require an increase in homeowner assessments.

2024 Annual Meeting 1/29 7pm

Clifton Crest is served by a five-person Board of Directors. This meeting provides an opportunity to meet neighbors, elect (3) three new members, discuss issues pertaining to the community and hear reports on the past year’s activities as well as plans for the coming year.

This legally required meeting cannot take place unless we achieve a quorum. Critical services such as trash pickup and snow removal cannot occur without a function HOA Board. Please print out this 2024 Clifton Crest Annual Meeting Proxy Form and complete and sign the form. You may fill out the form however you wish, but the simplest option is to check the ‘for quorum purposes only’ box. Take a clear, well-lit photo of the form with your phone and email it to Ingrid Ketterman (iketterman@capitolcorp.com), our community manager. Because this is a virtual meeting,we need your proxy even if you are planning to attend the meeting.
